Travelled with my baby on Qantas to Brisbane and was able to check three infant items for free on top of my own allowance: a pram, a car seat and a portacot, each up to 32 kg. I also brought a small nappy bag on board as extra carry-on. The pram was gate-checked at boarding and returned right at the aircraft door on arrival.
I fly Qantas domestic every week and they almost never put carry-on bags on the scale. My 10 kg roller bag plus laptop bag go through every time even though the combined limit is 14 kg. Gate staff care more about size than weight, so as long as your bag fits the sizer you are usually fine.
On a domestic Qantas flight from Sydney to Melbourne my bag was 27 kg and they charged a flat 50 dollar heavy bag fee at check-in. It is the same price whether you are 1 kg or 9 kg over the 23 kg limit. The agent said anything up to 32 kg is fine as long as you pay the one-off fee.
