Scoot is really strict about the 10 kg combined carry-on limit. I had a cabin bag of 8 kg plus a personal item of 3 kg and they weighed both together at the gate. I had to repack and move some things into my checked bag before they let me board. The personal item is only 40 x 30 x 10 cm so it is quite small compared to other airlines.
Travelled ScootPlus from Kuala Lumpur to Taipei and really appreciated the 15 kg combined hand luggage allowance. I travel with a lot of camera equipment and the extra 5 kg compared to economy makes a huge difference. You still get two pieces, one cabin bag and one personal item, just with a higher total weight limit.
