My lap infant got 12 kg of hand luggage and we checked a stroller, car seat, and travel cot all for free. KLM is generous with baby gear. For liquids, the 100 ml per container rule is enforced by airport security not KLM. At Schiphol you can leave your liquids bag in your hand luggage during screening, but at other airports like Paris CDG they may ask for an approved transparent bag.
KLM has become stricter on weight than on size. Combined carry-on plus personal item cannot exceed 12 kg. Mine was weighed at check-in at Schiphol Airport. My bag was a bit over 55 cm and nobody measured it. If the flight is full they will gate-check or even check your carry-on at the counter for free. A soft backpack as a personal item is fine as long as it compresses and fits overhead.
I booked through a partner airline with a 25 kg allowance but KLM operated the return and enforced their 23 kg limit. They wanted 40 EUR per bag and I had four bags. I pushed back until a supervisor waived it, but I learned to always check the operating carrier rules. Generally a few hundred grams over is fine, but once you hit around 1 kg over expect to pay. Agents at Amsterdam Schiphol are stricter than at other airports.
