Recent Traveller Feedback
Flew JAL international out of Haneda with a carry-on roller plus a backpack. The combined weight was about 9 kg under the 10 kg limit. Gate staff rarely weigh carry-on bags on JAL in my experience, but they do check the size with the sizer on busy flights. My 55 x 40 x 25 cm bag fit the overhead bin without any trouble.
JAL weighed my checked bags at Narita but was pretty lenient. They usually let one kilogram over slide on checked luggage. If you go between 23 kg and 32 kg the overweight fee is around 10,000 yen, which is cheaper than buying a whole second bag at about 20,000 yen. Economy gets two free checked bags of 23 kg each on international routes.

Flew JAL domestic from Haneda to Fukuoka with a 20-inch roller plus a tote bag, probably around 9 kg total. Nobody weighed anything at boarding. But I've heard they check more strictly on international flights out of Narita, especially during holiday seasons.
JAL domestic flights have almost no liquid restrictions. I walked through security at Haneda holding a hot coffee and nobody cared. You can bring wine, beer, even a one-liter thermos of green tea. For toiletries the limit is half a liter per container and two liters total per person, and you do not need a separate plastic bag like on international flights.
