For overweight bags between 23 kg and 32 kg, EVA charges 0.5 of the excess baggage rate — not the full fee. I had 49 kg across 2 bags and it was cheaper to pay the overweight than buy a third bag. Still, they're not super strict on weight but I wouldn't risk more than 1 kg over per suitcase. Full-size toiletries in checked bags are fine.
They made my mom remove items from her carry-on at Seattle because it was over 7 kg. This is the only international airline that's ever weighed mine. Now I pack my carry-on light and use a backpack as my personal item to absorb overflow. Premium Economy gets 2 checked bags at 23 kg each, plus 1 carry-on at 7 kg and a personal item under the seat.
