I called Emirates three times about my infant's baggage allowance and got three different answers. One agent said stroller is free, another said it counts toward the 2-piece limit. At the airport the check-in counter confirmed the stroller is free for children under 4. If you booked 'infant on seat,' your child gets 2 × 23 kg bags plus a free stroller — don't let phone support confuse you.
At JFK they had staff with a scale weighing every single carry-on before check-in — anything over 7 kg had to be checked. They also enforced a strict one-bag rule: a personal item counts as your carry-on, so your backpack and wheelie bag together means one has to be gate-checked. On other flights I boarded with a backpack, laptop case, and duty-free bag and nobody said anything — enforcement is wildly inconsistent. Have a backup plan.
