Flew Zurich to Malaga with Edelweiss in Economy. My carry-on was right at 55 × 40 × 23 cm and nobody measured it. The 8 kg weight limit was not strictly enforced either, though I would still recommend packing within the limit to be safe.
Premium Economy passenger here. The extra checked bag is a really nice perk — two pieces at 23 kg each. On my long-haul flight to Cape Town the allowance was enforced and they weighed every bag at check-in.
My laptop bag was around 40 × 30 × 10 cm and there were no issues at all. Staff did not glance at it. Just make sure your main cabin bag fits the sizer if you are on a European route.
