Booked the cheapest Economy Basic fare from Vienna to Zurich and almost got caught out - it only includes a small personal item of 40 x 30 x 15 cm, no cabin bag at all. You can add a cabin bag online in My Bookings before the flight, but you cannot buy one at the airport. I paid for it online the day before and boarding was fine.
Austrian checks carry-on size and weight at the gate, especially on full flights. My bag was 9.2 kg - over the 8 kg limit - so the agent asked me to remove items or check it into the hold. Enforcement is inconsistent: the same bag passed on one flight and got stopped on the next. Keep valuables in your personal item in case your cabin bag gets taken.
Flew Vienna to New York with our baby. The infant got one free checked bag up to 23 kg and we brought a fully foldable pushchair for free on top of our own allowance - one stroller, carrying basket or car seat per booked infant goes free. We used it right up to the aircraft door and picked it up at baggage claim.
Standard EU liquid rules at Vienna: every container 100 ml or less, all fitting in one 1-liter resealable plastic bag, one bag per person. Toothpaste counts as a liquid. Baby food and prescription medication are exempt but expect a separate inspection at security.
