Booked the cheapest Basic fare from Paris to Barcelona and only found out at check-in that it includes just one small under-seat bag of 40 x 30 x 15 cm - no cabin bag at all. I bought the Hand Baggage option in My Bookings, which you can do up to 4 hours before departure or at the airport counter. Flying Blue Gold members get the cabin bag free even on Basic.
Flew Air France from Paris to Nice in economy and liked being able to bring both a cabin bag and a small handbag. Watch out though - the 12 kg limit covers both pieces together, not each one.
